I almost didn't find it on my first go round. I went back to the baking aisle after I was done shopping, and lo and behold, it was hidden behind the OREO cheesecake boxes.
However, if your store doesn't carry it, you can use chocolate or vanilla pudding.

How to Make Cookies and Cream OREO Pudding Shots
Mix your Jell-O Instant Oreo Cookies 'n Cream Pudding & Pie Filling with the milk.
Beat until it thickens.
Add your Rumchata and mix well.
Fold in your crushed OREOS and thawed whipped topping.
Pipe into 4-ounce souffle cups with covers or dessert glasses.
Refrigerate for 3-4 hours before serving.
Top with whipped cream and crushed OREO cookies before serving.
